Hyperlinking Policy

1. Introduction
1.1. This Hyperlinking Policy ("Policy") sets forth the terms and conditions governing the creation, maintenance, and removal of hyperlinks to and from the KKD eServices Portal ("Portal"), operated by the KKD eServices Authority ("Authority," "we," "us," or "our").
1.2. The Portal provides hyperlinks to external websites for the convenience and information of its Users. This Policy governs how external websites may link to the Portal and the conditions under which such linking is permitted.
1.3. By creating a hyperlink to this Portal, you acknowledge that you have read, understood, and agree to be bound by the terms of this Hyperlinking Policy. Failure to comply with this Policy may result in the Authority requesting the immediate removal of the link and pursuing legal remedies as appropriate.
2. Links to External Websites
2.1. The Portal may contain hyperlinks to websites and web pages operated by entities other than the Authority, including other government departments, agencies, statutory bodies, and third-party organisations. These links are provided solely for the purpose of facilitating access to additional information and resources that may be useful to Users.
2.2. The inclusion of a hyperlink to an external website does not imply:
- (a) Endorsement, sponsorship, or approval by the Authority of the linked website, its content, products, or services;
- (b) Any association, partnership, or affiliation between the Authority and the operators of the linked website;
- (c) Any guarantee or warranty as to the accuracy, completeness, reliability, or timeliness of the information contained on the linked website;
- (d) Any responsibility or liability on the part of the Authority for the content, privacy practices, or security measures of the linked website.
2.3. Users who access external websites through links on the Portal do so entirely at their own risk. The Authority strongly recommends that Users review the terms of use, privacy policy, and other applicable policies of any external website before providing any personal information or engaging in any transactions.
3. Links from External Websites to This Portal
3.1. External websites may create hyperlinks to the Portal's home page (index.html) without prior written permission from the Authority, provided that such linking complies with the conditions set forth in Sections 5 and 6 of this Policy.
3.2. Links to specific internal pages of the Portal (deep links) require prior written permission from the Authority, as detailed in Section 7 of this Policy.
3.3. The Authority reserves the right to revoke permission for any link at any time, with or without cause, and to require the immediate removal of any link that violates this Policy.
4. Permission to Link
4.1. The following organisations may link to the Portal without prior written approval, subject to compliance with the conditions in Section 5:
- (a) Central and State Government departments, ministries, and agencies;
- (b) Local government and municipal bodies;
- (c) Constitutional and statutory bodies established under Indian law;
- (d) Educational institutions recognised by the Government of India or respective State Governments;
- (e) Registered non-profit and non-governmental organisations;
- (f) Accredited media organisations and news agencies.
4.2. All other organisations, businesses, and individuals wishing to create a hyperlink to the Portal must submit a formal request in writing to the Authority, as described in Section 12 of this Policy. The Authority shall review each request and communicate its decision within fifteen (15) business days of receipt.
5. Conditions for Linking
5.1. Any entity or individual creating a hyperlink to the Portal must comply with the following conditions:
- (a) The link must not misrepresent the Authority, its services, or its relationship with the linking entity. The link must not create a false impression that the linking website is endorsed by, sponsored by, or affiliated with the Authority;
- (b) The linking website must not contain content that is unlawful, harmful, threatening, abusive, defamatory, obscene, or otherwise objectionable under applicable Indian law;
- (c) The linking website must not infringe upon the intellectual property rights of the Authority or any third party;
- (d) The link must clearly identify the Portal as the destination and must not mislead Users about the nature or source of the linked content;
- (e) The link must open the Portal in a new browser window or tab, or in the full browser window, and must not open the Portal within a frame or inline frame (iframe) of the linking website;
- (f) The linking website must not use the Authority's logos, emblems, trademarks, or other official branding elements without prior written permission;
- (g) The linking website must comply with all applicable laws and regulations of India, including the Information Technology Act, 2000 and rules thereunder.
6. Prohibited Linking Practices
6.1. The following linking practices are strictly prohibited and shall constitute a violation of this Policy:
- (a) Misleading Links: Creating links that are deceptive or misleading in their description, anchor text, or surrounding context, such that Users are led to believe the linked content originates from or is endorsed by the Authority when it does not;
- (b) Malicious Links: Creating links to the Portal from websites that contain viruses, malware, spyware, or other malicious code, or that are designed to phish for personal information;
- (c) Commercial Misuse: Using links to the Portal in a manner that suggests commercial endorsement by the Authority, or using such links to drive traffic for commercial gain without authorisation;
- (d) Automated Access: Using hyperlinks in conjunction with bots, scrapers, or other automated tools to systematically access, download, or replicate content from the Portal;
- (e) Framing: Displaying the Portal or any of its pages within a frame, border, or other visual boundary of another website (see Section 8 for details);
- (f) Impersonation: Creating links from websites that impersonate the Authority, its officers, or its services, or that use domain names confusingly similar to the Portal's domain.
7. Deep Linking
7.1. "Deep linking" refers to the creation of hyperlinks that direct Users to specific internal pages of the Portal, rather than the home page.
7.2. Government departments, agencies, and educational institutions may create deep links to specific pages of the Portal without prior written permission, provided that such links comply with all conditions set forth in Section 5 of this Policy.
7.3. All other entities and individuals wishing to create deep links to internal pages of the Portal must obtain prior written permission from the Authority. Requests for deep linking permission should be submitted in accordance with the procedure described in Section 12.
7.4. The Authority reserves the right to modify the URL structure of its internal pages at any time without notice. Linking entities are responsible for maintaining the accuracy of their links and updating them as necessary. The Authority shall not be liable for broken links resulting from changes to the Portal's URL structure.
8. Framing
8.1. "Framing" refers to the practice of displaying the Portal's content within a frame, inline frame (iframe), or other embedded element on another website, such that the content appears to be part of the external website.
8.2. Framing of the Portal or any of its pages is strictly prohibited without the express written consent of the Authority. Framing creates a risk of misrepresentation, confusion regarding the source of content, and potential security vulnerabilities.
8.3. Any entity found to be framing the Portal's content without authorisation shall be required to immediately cease such practice. The Authority reserves the right to implement technical measures to prevent framing and to pursue legal remedies against violators, including under the Information Technology Act, 2000 and the Copyright Act, 1957.
9. Removal of Links
9.1. The Authority reserves the right to request the removal of any hyperlink to the Portal at any time, for any reason, including but not limited to:
- (a) The linking website no longer complies with the conditions set forth in this Policy;
- (b) The linking website contains content that the Authority deems harmful, inappropriate, or inconsistent with its values and mandate;
- (c) The linking website has been identified as a source of spam, phishing, or other malicious activity;
- (d) The link is determined to create a security risk for the Portal or its Users;
- (e) Changes in law, regulation, or government policy necessitate the removal of the link.
9.2. Upon receiving a removal request from the Authority, the linking entity must remove the hyperlink within seven (7) business days. Failure to comply with a removal request may result in the Authority pursuing legal action and implementing technical measures to prevent access from the offending website.
9.3. The Authority may also remove or disable any hyperlinks from the Portal to external websites at its sole discretion, without prior notice, if it determines that the linked website no longer meets the Authority's standards or is no longer operational.
10. Disclaimer for External Content
10.1. The Authority shall not be held responsible for the content, accuracy, reliability, or availability of any external website to which the Portal links, or which links to the Portal.
10.2. The Authority does not monitor, review, or endorse the content of external websites and shall not be liable for any loss, damage, or inconvenience arising from the use of external websites accessed through links on the Portal.
10.3. Users are advised that external websites may have different privacy policies, terms of use, and security practices. The Authority encourages Users to review the applicable policies of any external website before sharing personal information or conducting transactions. 11. Government Portal Links
11.1. The Portal provides links to official Government of India portals and websites as a public service. These include, but are not limited to:
- (a) National Portal of India (india.gov.in);
- (b) Digital India (digitalindia.gov.in);
- (c) Right to Information Portal (rti.gov.in);
- (d) Open Government Data Platform India (data.gov.in);
- (e) e-District Portal (edistrict.gov.in).
11.2. While these government portals are generally maintained to high standards of accuracy and reliability, the Authority does not control their content and cannot guarantee the availability or accuracy of information on these external government websites at all times.
11.3. Government departments and agencies wishing to include the KKD eServices Portal in their list of linked portals are welcome to do so in accordance with the conditions set forth in this Policy. Such departments need not submit a formal linking request.
12. Contact for Linking Requests
12.1. All formal requests for linking permission, deep linking permission, or framing permission should be submitted in writing to the Authority through the following channels:

12.2. Linking requests must include the following information:
- (a) The name and URL of the website from which the link will originate;
- (b) The specific page(s) of the Portal to which the link will point;
- (c) A brief description of the purpose of the link and how it will be presented;
- (d) The name, designation, and contact details of the person making the request;
- (e) The name and nature of the organisation making the request.
12.3. The Authority shall review each request and communicate its decision within fifteen (15) business days of receipt. The Authority's decision shall be final and binding.
