Overview

The Certificate and Application Support service provides citizens with comprehensive guidance for applying for various government-issued certificates through the KKD eServices Portal. Whether you need a birth certificate for a newborn, an income certificate for a scholarship application, or a domicile certificate for employment purposes, this page offers detailed information on eligibility, required documents, fees, and step-by-step application procedures.

All certificates issued through this portal are digitally signed and carry a unique verification code that can be authenticated online through the Document Verification service. Physical copies with embossed seals can also be collected from the designated office upon request.

Important Notice on Document Authenticity: All documents submitted as part of any certificate application must be genuine and verifiable. Submission of forged, tampered, or fraudulent documents is a punishable offence under the Indian Penal Code. Applications found to contain falsified information will be rejected, and legal action may be initiated against the applicant. The authority reserves the right to verify all submitted documents with the issuing authority.

Types of Certificates

1. Birth Certificate

A birth certificate is the primary document establishing the date and place of birth of an individual. It is mandatory for school admission, passport application, and various other purposes. Applications for birth registration must be made within 21 days of birth for free registration. Delayed registration (beyond 21 days but within one year) requires a prescribed fee, and registration beyond one year requires a Magistrate's order.

Required Documents: Hospital discharge summary or birth report, identity proof of parents (Aadhaar/Voter ID), address proof, marriage certificate of parents, and an affidavit for delayed registration if applicable.

2. Death Certificate

A death certificate is issued to the next of kin or legal representative of the deceased and is required for inheritance claims, insurance settlements, pension transfers, and property mutation. Registration must be completed within 21 days of death.

Required Documents: Hospital death summary or cremation/burial certificate, identity proof of the deceased (if available), identity proof of the informant, and proof of relationship with the deceased.

3. Income Certificate

An income certificate certifies the annual income of an individual or family and is required for availing scholarships, fee waivers, subsidised services, and various government welfare schemes. The certificate is typically valid for one financial year from the date of issue.

Required Documents: Self-declaration of income, salary slip or employer certificate (for salaried individuals), income tax return acknowledgement (if filed), ration card, and Aadhaar card.

4. Caste Certificate

A caste certificate is issued to individuals belonging to Scheduled Castes (SC), Scheduled Tribes (ST), or Other Backward Classes (OBC) for availing reservations in education and government employment. The certificate is issued based on the caste list notified by the government.

Required Documents: Caste certificate of parent or family member, school leaving certificate mentioning caste, identity proof, address proof, and self-declaration affidavit.

5. Residence Certificate

A residence certificate confirms that the applicant has been residing in a particular area for a specified period. It is commonly required for educational admissions, government employment, and state-specific benefits.

Required Documents: Ration card, voter ID with current address, utility bills (electricity, water, gas) for the past 12 months, rent agreement (if applicable), and identity proof.

6. Domicile Certificate

A domicile certificate establishes the permanent residential status of an individual within the state or jurisdiction. It is required for state-level competitive examinations, government jobs reserved for domicile holders, and educational reservations.

Required Documents: Birth certificate, school leaving certificate, address proof showing residence for the minimum required period, identity proof, and affidavit of domicile.

7. Marriage Certificate

A marriage certificate is the legal proof of marriage between two individuals and is required for joint property registration, spouse visa applications, bank account modifications, and insurance nominations. Registration is available under the Hindu Marriage Act, Special Marriage Act, or other applicable personal laws.

Required Documents: Marriage invitation card or photograph, identity proof of both spouses, age proof of both spouses (must be above legal age), address proof, two witness identity proofs, and affidavit of marriage.

8. No Objection Certificate (NOC)

A No Objection Certificate is issued for various purposes including property transactions, vehicle transfer, educational pursuits, and employment abroad. The specific requirements vary based on the purpose of the NOC.

Required Documents: Application letter stating the purpose, identity proof, relevant property or vehicle documents (as applicable), and supporting documents specific to the purpose.

Application Process

  1. Create Account: Register on the KKD eServices Portal with your mobile number and email address. Verify your identity through OTP authentication.
  2. Select Certificate Type: Choose the type of certificate you wish to apply for from the Online Citizen Services catalogue.
  3. Fill Application: Complete the application form with all required details. Ensure all information matches your supporting documents exactly.
  4. Upload Documents: Scan and upload all required documents in PDF or JPEG format (maximum 2 MB per file). Ensure documents are clearly legible.
  5. Pay Processing Fee: Complete payment through net banking, debit/credit card, or UPI. Retain the payment receipt for your records.
  6. Submit and Note Reference Number: Upon submission, a unique reference number is generated. Save this number for tracking your application status.
  7. Field Verification (if applicable): For certain certificates, a field verification by the local authority may be conducted. You will be notified in advance.
  8. Receive Certificate: Upon approval, the digital certificate will be available for download from your account. Physical copies can be collected from the designated office.

Processing Timeline

Standard processing for most certificates takes 7 to 15 working days from the date of submission, subject to successful document verification. Expedited processing is available at an additional fee and reduces the timeline by approximately 50%. Citizens will receive SMS and email notifications at each stage of processing. If additional documents are required, the applicant will be notified and the processing clock will pause until the documents are submitted.
